Ministry of Digital Affairs "2026 National Civic Tech Testbed Extension Program – Civic Action Hub" Student Team Recruitment

I. To expand the capacity of the youth generation to engage in public issues, the Ministry of Digital Affairs continues to promote the Civic Tech Testbed Extension Program. Centered on the core spirit of the “Civic Action Hub,” the initiative guides students from universities, colleges, and graduate schools nationwide to utilize open spatial data and service design thinking to develop civic tech proposals for disaster prevention with public value.
II. The theme for this year focuses on “Tech Disaster Prevention.” Based on real-world needs proposed by local governments, student teams will combine GIS spatial data with service design thinking to submit proposals. Proposals must include: (1) Disaster scenarios and locations (can be real events or simulated scenarios); (2) Potential situations and problems to be solved, with specific details on people, events, times, locations, and objects; (3) How to resolve the aforementioned problems through service design thinking, system mechanisms, and spatial data applications. The four main topics are listed below; student teams may select one to develop or propose their own topic:
Disaster Prevention Volunteer Training Registration Platform (Proposed by Keelung City Government)
Vulnerable Institution Real-Time Disaster Reporting Platform (Proposed by New Taipei City Government)
Digital Resource & Supply Management System (Proposed by Miaoli County Government)
Public Disaster Reporting and Visualization Platform (Proposed by Nantou County Government)
III. Eligibility: Currently enrolled students (including undergraduate, master’s, and doctoral programs) from public and private universities, colleges, and graduate schools nationwide. All departments and academic years are welcome, including working students.
IV. Registration: Registration is open from now until Friday, October 2, via online registration at: https://pse.is/9m6smm. Successfully registered teams will be invited to participate in the “Online Information Session & Disaster Prevention Service Design Empowerment Workshop” held on Friday, October 2, from 14:00 to 15:30.
